IN THE REPUBLIC OF MOLDOVA THE EXECUTIVES AUTHORITIES MANIFEST A DEGRADING ATTITUDE TOWARDS THE MENTAL HEALTH OF THE POPULATION AND THE HUMAN RIGHTS OF PERSONS WITH MENTAL DISABILITIES.


The non-governmental organization from the Republic of Moldova that promote and protect the human rights of the persons with mental disabilities the Non-governmental Center from Moldova "Protection of Human Mentality express their worry about the degrading attitude of the executive authorities from the Republic of Moldova that they manifest towards mental health of the population and mentally handicapped people.
In the Republic of Moldova the human, financial and material resources for mental health assistance are 90 % directed towards big psychiatry hospitals of 1000 - 1400 beds but Centers of Mental Health and Community Services for integration into the society of persons with mental disabilities don't unfold.
From all the cases of psychiatric urgent assistance, only 23% are hospitalizations, and the remaining 77% of persons with critical psychiatric conditions stay at home and don't get any ulterior community service assistance, because of their absence. Only 25% from the total of the population with hallucinatory and depressive mental disorders, delirium, panic and anxiety often with thoughts of suicide primary appeal to the existent extra-hospital service of mental health.
The Appeals and Decisions (21.09.2001, 15.03.2002 and 22.06.2002) of the majority of psychiatrists-practitioners of the extra-hospital service from Republic of Moldova and famous scientists in the fields of psychiatry, psychology, psychophysiology, sociology, and human rights, at scientific-practical conferences, concerning the need of reorganization of the existent Psychiatric Service, opening a National Center of Mental Health and implementation of community services of social integration of mentally handicapped persons haven't found any appreciation and response from the executive authorities.
Officials from the Ministries of Health, Social Assistance, Economy and Finance, Education and Justice expressed their official opinion (Nr. 01-8/1702 from 02.09.2002) as follows: "precarious economical condition of insufficient monetary funds, that persist in the republic " make "impossible" the opening of a National Center of Mental Health, center that would carry out community services of mental health assistance, directly in the families and society. It was also considered "impossible" to open a Lunatic Asylum in the municipality of Chisinau for placing and looking after mentally handicapped persons with chronic disorders and insanity.
Thus the Executive Officials, of the Republic of Moldova, contrary to the above mentioned Recommendations of International Community, ignoring the vitality needs of most pauper and marginal part of population of R.Moldova, continues to stay on its position (Nr. 01-8/1702 from 02.09.2002), affirming that "the increase in mental health of the population can be assured in the existent medical institutions from the republic" without developing the community services of integrating mentally handicapped people into the society.
Contrary to the needs of European Community and Law of the Republic of Moldova regarding psychiatric assistance (chap. IV, atr.37), there is no national Authority in the republic, independent from the Ministry of Health, that would promote and protect the human rights of the persons with mental disabilities.
The above mentioned Recommendations of the international community in the field of mental health, as well as the Law of the Republic of Moldova regarding the mental assistance (chap. IV, art.45) give the Non-governmental Organizations, as representatives of civil society that activates in the field of promotion and protection of human rights of mentally handicapped persons the possibility to monitor the quality of mental health assistance rendered in state institutions, equity of purchasing and redistribution to this institutions of financial, material, medical, food and clothes resource governmentally realized, other countries assistance or humanitarian help. But the Ministry of Help of the Republic of Moldova exclude the possibility that Non-governmental Organizations have access to monitoring the quality of mental health assistance rendered in state institutions, motivating that this does not "correspond to the contemporary tendencies of developing the society as a whole " (Nr.66-327/1985 from 26.07.2002).
Taking into consideration the degrading attitude that the executive authorities from the Republic of Moldova manifest towards the mental health of the population and human rights of mentally handicapped persons, we appeal to National and International Organizations that promote and protect the human rights, to the embassies of donor countries from the Republic of Moldova, to international institutions that materially support the republic of Moldova in the areas of health and social assistance, as well as eradication of poverty, to influence upon the deciding factors from the Government and Ministry of Health from the Republic of Moldova in order to motivate them to prove responsibility towards mental health of the population of the Republic of Moldova and human rights of mentally handicapped people, by governing the donations, financial support and grants offered to the Republic of Moldova in the fields of public health and social assistance, as well as eradication of poverty, with real reform of mental health assistance in the Republic of Moldova and its bring it to the needs of the European Community.
We hope that your prompt intervention will assure promoting the human rights of mentally handicapped persons from the Republic of Moldova, opening a National Center of mental health and carrying out the community assistance services of mental health, as well as founding a Lunatic Asylum in the municipality of Chisinau for mentally diseased persons with chronic disorders and insanity.
