DECLARATION
Decision-makers of the Government of the Republic of Moldova continue to manifest
a debasing attitude upon the population health
At 19th july 2003 in Chisinau, Republic of Moldova, took place
the scientific-practical Conference "Civil Society and Mental Health",
organized by NGO "Protection of human psychic" in collaboration with
Association of invalids with psychical disabilities and their relatives "Human
Integrity", dedicated to European Year 2003 of persons with disabilities.
After the conference there have been established that there is no complying with
concrete and feasible decisions of the Government of the Republic of Moldova (21.09.2001;
15.03.2002; 22.062002; 19.05.2003; and 06.06.2003), concerning the reform and
reduction of expenses of budget finances in field of mental health assistance,
as well as, promotion of human rights of population in this field that have been
proposed by participants at the scientific-practic conference and common meetings
that took place in last 3 years. At these conferences participated representatives
of science, specialists form the field of psychiatry, sociology, other medical
and socio-humanitarin disciplines, human rights and of civil society.
In the Republic of Moldova 90% of human, financial, material resources in the
field of mental health assistance are directed to big psychiatric hospitals that
have 1.000 - 1.200 beds but centers for mental health and state community services
for family, society integration of persons with psychical disabilities are not
developed.
In Chisinau, the capital of the Republic of Moldova, with a population with 800.00
inhabitants, in all cases of urgent psychical assistance only 23 % are hospitalized,
other 77% remain at home and have no possibility to apply for help at some other
state service of mental assistance. At state extra-hospital service of mental
health assistance, situated in building of Psychiatric hospital, call only 25%
of persons of community with serious psychical disabilities. We do not have in
the municipality an Ospis for mentainance, supervision and taking care of persons
with cornice psychical disabilities and with serious intellectual defects.
Never the less, decision makers from the Government of the Republic of Moldova,
during 3 years ignores the concrete and feasible proposals to create in Chisinau
municipality state, republican institutions, administratively independent from
Psychiatry Hospital, Research and Assistance Communitary Centres of Mental Health
and Psychological Recovery of persons with psychical disabilities as well as,
Ospis for mentainance, supervision and taking care of persons with cornice psychical
disabilities and with serious intellectual defects.
This things encouraged the conference participants to address to public opinion
and institutions of human rights defense, countries and donor institutions, in
order to influence the Government of the Republic of Moldova to take a decision
of reorganization of state service of mental health assistance, bringing it to
the requirements and standards of international community in the field of mental
health assistance, taking into consideration the proposals included in this Declaration.
