With the deinstitutionalization movement, services were provided in the community and large numbers of people were discharged from state psychiatric institutions. But it became clear that traditional mental health treatment-in the community or in an institution-was not sufficient. Long-term institutionalization was replaced by the revolving door, as many persons were discharged and re-hospitalized often. To address this problem, a small number of innovative and creative programs were developed to address the needs of persons with severe mental illness. These fledgling programs were the pioneers in the field of psycho-social rehabilitation.
Today we know that recovery is a real possibility, and many people with mental illness lead productive, independent lives in our communities. In 20 years, psychosocial rehabilitation has grown from a few experimental programs to an integral and essential component
of the service system for people with severe and persistent mental illness. There is a rich diversity of program models, rehabilitation technologies, and service settings. Participation in psychosocial rehabilitation significantly reduces the number and length of psychiatric hospitalizations, increases the level of functioning and the likelihood of employment, and results in significantly higher consumer satisfaction and quality of life. Severe mental illness is no longer considered a hopeless disease.
